There are 24 hours in a day. To find the time doing other things, subtract the hours he uses sleeping, learning, and playing.

    24 - 6 - 9 - 3 = 6

He spends 6 hours doing other things.

To find the percent, divide whats wanted over the total amount of hours.

The percent of day playing is 3/24 which reduces to 1/8. This as a decimal is 0.125.

Multiply by 100 and add a percent sign to convert decimal to percent.

    .125 x 100 = 12.5%

To find the percent of the day doing other things, divided the hours doing other things by the amount of hours in a day. This is 6/24 which is reduced to 1/4. As a decimal, this is 0.25.

    Convert to a percent: 0.25 x 100 = 25%
