He will use 4 1/2 cups of brown sugar.

We first find out how many batches of this recipe he can make using 7 cups of flour. We divide 7 by the 2 1/3 c necessary for the recipe:

    7 : 2 1/3 = 7/1 : 7/3 = 7/1 * 3/7 = 21/7 = 3

    He can make 3 batches.

    Each batch takes 1 1/2 cups of brown sugar; 3 * 1 1/2 = 3 * 3/2 = 3/1 * 3/2 = 9/2 = 4 1/2.
