    16 rows

    1/2 of 16 is 8

    1/4 of 16 is 4

    1/8 of 16 is 2

    1/4=lettuce

    1/8=pumpkins

    1/2=red tulips

    8+4+2=14

    16-14=2

2 rows are left for carrots

    1/8 rows for carrots
