1/3x + y = 4 ... subtract 1/3x from both sides
y = - 1/3x + 4 <===

1/3x+y=4
tosolve for Y you need to get the 1/3x from the left side to the right side, do that bu subtracting it form both sides so you get:
y=4-1/3x
