Tom has $10. What is the greatest amount of spinach can he buy?

    3x < 10

    x< 10:3

    x < 3.33

    Therefore he can buy 3 spinach.

    Tom can buy 3 spinach as he only has $10. Since spinach costs $3, if he bought 3 he would have spent $9, being the greatest amount because one more would break his budget. Since they are asking for the greatest amount, you can't claim that it is less than or equal to considering that if he bought any less, it would no longer be the greatest amount.
