Refer to the table, Population of 50 US States and DC in 2010^14.

The mean state population was 6,053,834 (including DC as a "state"). How many states had a population greater than the mean?

    So looking at the table, however many states including DC that have a

    higher population than 6,053,834 is your answer. I believe you should just have to count which ones have a higher number.
