    B.) u is the dependent variable.

    In this case, the gallon is converted into unit which means the number of gallons is fixed (got from the customer water usage) but the number of units depends on the number of the gallon (748unit for every gallon). That is why "unit" become the dependent variable and "gallon" become the independent variable.
