So to set this problem up lets understand it.

each percent is out of a whole (100%)

so the whole in this problem is 450 pounds

and to make 44% a usable number we move the percent sign two places over.

    .44

to find out how many times. 44 goes into 450 pounds we will multiply

    (.44*450) = 198 pounds

we can check our answer by dividing 198:450

and getting. 44 as our answer
