    Perpendicular has slope that multipies to - 1

    y=mx+b

    m=slope

    b=yint

    y=-4x-9

    slope=-4

    -4 times what=-1

    1/4

    y=1/4x+b

    yint = (0,3)

    y=1/4x+3
