    L = 9 + 3w (where l is length and w, width)

    2 (l + w) = 98

    2 (9 + 3w + w) = 98

    2 (9 + 4w) = 98

    9 + 4w = 98/2 = 49

    4w = 49 - 9 = 40

    w = 40/4 = 10 inches

    l = 9 + 3w = 9 + (3 * 10) = 9 + 30 = 39

    Therefore, length = 39 inches and width = 10 inches
