The Best exchange rate this year was 1 eur = 1.03794 us dollars ... $798.74

The Worst exchange rate this year was 1 eur = 1.15173 us dollars ... $719.82

The difference is $78.92 (which today converts to 70 euros) so I would choose C. as it is the closest to your possible exchange rate day
