    The formula for percent change over a time period is:

    p = N-O O ⋅100 where p is the percent change, N is the new value and O is the old value. In this case we are given the Old Value (25,800) and the New Value (42,600) so we can substitute these into the formula to calculate p, the percent change:

    p = 42600-25800 25800 ⋅100

    p = 1680025800 ⋅100

    p = 168000025800

    p=65.1 rounded to the nearest tenth.

    The percent when up 46% in the total of fifteen years.
