    so we have how many quarters? ... there are 2

    and what is the total of coins? ... it is 7

    so the ratio is 2:7 or 2 to 7 or 2/7 <===

    with these types of problems u have to pay close attention to the wording ... because if it wanted the ratio of dimes to total coins, it would be 5:7 ... and if it wanted ratio of quarters to dimes, it would be 2:5 ... so just pay close attention to the wording
