Belgium is a bilingual country, in which two languages are French and Dutch. Suppose that in a small town you discover that 51% of individuals can speak French, and 83% of individuals can speak Dutch. If 3% of individuals in the town speak neither French nor Dutch (they are foreiners) then what percent of individuals speak both French and Dutch?
