    646 doesn't even go into 3 equally, so you can't. But technically you would add 3 to the quotient. If that equals 646, that is correct.

    Well you can divide 646 by 3 which will give you 215 r 1. Then multiply 215 by 3 plus 1 and you will get 646. So your expression should be n times 3 + r=646
