    X - 1 < = 9

    x < = 9 + 1

    x < = 10

    2x > = 24

    x > = 24/2

    x > = 12

    ok ... since they both include equal signs, they will both have closed circles.

    closed circle on 10, shaded to the left (because it is less then) ... and a closed circle on 12, shaded to the right (because it is greater then)
