Shelley has been throwing pairs of socks at her laundry basket across the room. In 21 throws, 13 times the socks have landed in the basket. On her next throw, (assuming her past accuracy holds consistent) what is the probability (written as a percent) that Shelley will get the pair of socks into the basket? Round your answer to the nearest tenth of a percent.
