Rounding off a number works in this way:
If the number before what you are rounding off is less than 5, you round down, if it's more or equal to 5, you round up.
Hence,
713,951 is rounded off to 714000.
This is because the number 9, which you want to round off, will be rounded ip because of 5. So nine will become 10.
With nowhere to place the 10, it will transfer to the next number, making it 714000
