    c is thousandths or c/1000

    0. abc can be written as (abc) / 1000

    so

    -3/5=x/10 or x/100

    we will use x/10

    -3/5=x/10

    times both sides by 10

    -30/5=x

    -6=x

    -6/10=-0.6/1=-0.6

    it is - 0.6 as a decimal
