Billy can make 1 and 1/2 more quarts before filling the jug.

    Step-by-step explanation:

Since 4 quarts is a gallon, you add 3+1 which gets 4, so that's one gallon. Then you add 2+1 which is 3, meaning you could make 1 more and a half.
