The equation t = 0.07c represents the tax, t, based on the cost, c, of an item. Which part of the equation represents the constant of proportionality?

    You just told us that 't' is the tax, and 'c' is the cost of the item.

    We know it's not the 'equals' sign (=), so the only thing left

    that it could be is the 0.07.
