Yes because when you graph it, you can do the vertical line test with no overlap of x. In other words, there are never any repeating x values.

Yes it is linear because there are no exponents or absolute values just variables and constants with a plus sign and an equal sign. Also when you graph it it becomes a straight line on the graph, making it linear.
