A conference room contains 5 tables and 16 chairs. what is the smallest possible number of chairs at the table having the most seats?

    9 chairs;

    there would have to be nine chairs at a table for it to have the most chairs because in this case, even if the remaining 7 chairs were all located at one of the other tables, then the table with the 9 chairs would still have the most chairs.
