Both students are correct. Numerical placement goes by one, ten, hundred and so on each placement is 10 times larger than the next. Jasmine stated that the 8 in 845 is ten times larger than the 8 in 782. This is true since the 8 in 845 is 800 and the 8 in 782 is 80, and 80 times 10 equals 800. So 782 is ten times smaller than 845. Then Max stated that the 8 in 782 is ten time more than the 8 in 18. Meaning the 8 in 782 is 80 and the 8 in 18 is 8, thus 8 times 10 equals 80. So 18 is ten times smaller than 782.
