    Originally:

    Total liquid volume = 1 L

    Sugar volume = 10% of 1L = 0.1 L

    Finally:

    Sugar volume = (1/4) of 0.1 L = 0.025 L

    Total liquid volume = 1 L

    Percentage of sugar = 100*0.025 = 2.5%

    Answer: 2.5%
