2/3 as many tables as chairs means 3/2 as many chairs as tables. So you can make the equation 4t-95 = (3/2) t. Solving for t, the amount of tables, gets you 38 and there were originally 4 times that amount of chairs in the hall so there must have been 152 chairs at first.
