    Y = mx + b

    'm' is your slope, and is always connected to the 'x' (or there will be no slope), so, so far your equation would be: y = - 2/3x + b

    'b' is your y-intercept, so your other equation, y = 4x - 7 is in the same form as y = mx + b, so your 'b' for that equation, is - 7, so therefore that is your y-intercept for the equation you're putting together.

    Your final answer is:

    y = - 2/3x - 7

    The y intercept in the equation is - 7 so the new equation in slope intercept form is y = - 2/3x-7
