29.1, if the next number less than 5, it rounds to 0, but if the next place number is 5 or more than 5, it rounds to 10, so the previous place plus 1.

Rounding up to one decimal.
After the one decimal place, we look at the next number after and see if it is up to 5 and above.
If it is 5 and above, we add 1 to next and if it is not we don't.
In this case, it is up to 5, we add 1 to 0 one the one decimal place.
So answer is 29.1 to one decimal place.
