I never learned the rules of when you must change the direction
of the inequality. But you can solve this one without even knowing
that rule:
You said 9 > - r
Add 'r' to each side: r + 9 > 0
Subtract 9 from each side: r > - 9

Basically, you have to divide by - 1 on both sides and when ever you divide any side of the inequality by a negative number, you would have to switch the signs.
So:
9>-r
9/-1 > - r/-1
-9
or
r>-9
