    you need to solve for y to get y intercept form

    -3y=-2x-6

    y=2/3 x+2

    from y=mx+b, we know that m is the slope and b is the y intercept. A linear line passing through the y axis at y=2 and the has a positive slope, so it's headed up and to the right. Rise is 2 units and run right 3 units.
