To find the number of gitf bags and bows, you need to find the least number that is multiple of the number of bags and the number of bows that come in one package.

This is the least common multiple of 3 and 5, which is 3*5 = 15

Now divide 15 gift bags by 3 per package to obain 5 packages.

Answer: she has to purchase 5 packages of gift bags.
