Because our number is 7531, rounding to the nearest hundred so the (1) is ones the (3) is tens and the (5) is hundreds. The (7) is thousand and so on
So basically we have he number 31, if it's rounded to the nearest tens it would be 30 but if the number was 50 + it would be rounded to 100
