16x + 9 = 9y - 2x
-16x - 16x
9 = 9y - 18x

18x+9=9y
Add - 9 to both sides.
18x+9+-9=9y+-9
18x=9y-9
Divide both sides by 18.
18x/18 = 9y-9/18
x = 1/2y + - 1/2
solve for y.

Flip the equation.
-2x+9y=16x+9
Add 2x to both sides.
