1 cup milk = 1 3/4 cup flour

1 cup flour=3/7 cup cocoa

4cups milk = 4x 1 3/4=7 cups flour

7 cups flour = 7x3/7 = 3 cups cocoa

So the answer would be 3 cups of Cocoa
