    The two recipes are proportional to each other.

    Explanation:

    Given:

    Amount of flour initially = 14 cups

    Amount of sugar = 6 cups

    Ratio of flour to sugar initially = 14 / 6

    = 7 : 3

    Changed amount of flour is 7 cups

    Changed amount of sugar = 3 cups

    So,

    14 - x = 7

    x = 7

    6 - y = 3

    y = 3

    The ratio of flour to sugar after changing the amount = 7 : 3

    Therefore, the two recipes are proportional to each other.
