    A conductor is defined as a substance through which an electric current is able to flow freely without causing any resistance due to the availability of free electrons. Example: silver, copper, gold etc are all good conductors of electricity.

    Whereas an insulator is a substance which causes high resistance to the flow of free electrons. Example: plastics, styrofoam, rubber etc are all insulators.

    Thus, a electric cord which needs to conduct electric current is made up of metallic conductor with free electrons and is surrounded by an insulator to avoid electric shocks.
