Waves of electromagnetic energy come from electromagnetic radiation and travel at the speed of light whereas electrical energy is the presence and flow of electrons. Electromagnetic radiation is composed of photons, or small packets of energy whereas electrical energy is composed of discrete units of negative charge. Also, electromagnetic radiation can travel in a vaccum whereas electrical energy cannot travel in a vaccum, electrons need a medium to flow through.
