Though kinetic energy is the energy of motion, it can be potential in the same way you would be flipping a switch. When the switch is off, it has the potential to create energy, while when the switch is on, it is activating energy and say, powering an electric catapult that when firing something, is using kinetic energy.
Plus, they're both types of energy.
