    heat transfer by conduction limited to the area very near earth's surface because air is a poor conductor of heat.

    The earth surface receives the radiation from sun and gets heated. this makes the wind close to the surface of earth warm. since air is poor conductor of heat, the air far from the surface remains cooler.
