    A. Cloudy skies and a sea breeze.

    Explanation:

It should be A, because the sea breeze is any breeze that blows from the sea, it can be between 20° and 29° when the weather has cloudy skies at afternoon, which is near of the temperatures given, however this is an average, because the temperature weather depends on the season.

On the other hand, the weather most likely has cloudy skies, because that generates higher temperatures like 32°C, this happens because the clouds don't allow the heat to scape into space like clear skies do, this means that clear skies cause lower temperatures, which is not the case here.

Therefore the answer is A, because sea breeze is warmer than land breeze, and cloudy skies makes higher the temperature.
