    From my research, the "change in the sound" here is caused by the Doppler effect. The Doppler effect is experience when a source of a sound is being approached to and walked away from, or similarly, when a source of sound is approaching you then moving away from you. As a sound source (in this case, a police siren) is being approached to, the sound you here is a bit high in frequency, but as you walk away from the siren, the frequency drops.
