    (A) the oxygen atom has a higher electronegativity than the hydrogen atom so the shared electrons spend more time revolving around the oxygen atom (alittle more attracted to the oxygen atom) so a partial negative charge is formed on the oxygen atom and a partial positive charge is formed on the hydrogen atoms which forms polarity.
