    That depends. Is the light entering the bottom of the water or the top?

    - - If the light is entering the water from the bottom, it will bend upward.

    - - If the light ray is entering the water from the top, it will bend downward.

    - - If the light crosses the boundary perpendicular to it, then it won't bend at all.

    - - In any case, the light will slow down as it passes from air to water.
