Acceleration is the rate of change of velocity.

Velocity is the change in displacement with time.

As long as acceleration is positive, whether increasing or decreasing, velocity, as well as speed, increases.

Don't forget that speed is the magnitude of velocity. Neglecting direction, speed and velocity are the same physical quantities. So one cannot increase while the other decreases.
