Because if it does, there will be lesser room for passengers to occupy the vessel or worst, in the long run, may cause the vessel to sink due to overloading. The combined weight of passengers, gear, and motors is the maximum weight of the vessel. If it exceeds the desired maximum weight, then it will be subjected to questioning to the Federal law because it is not advisable. To know the maximum capacity of the vessel, look for the capacity plate near the position of the operator or on the transom of the vessel.
