    Troposphere

    Explanation:

    The Troposphere is a layer that extends between 5 and 9 miles (8 and 14 kilometers) thick depending of the location of the Earth. It's thinnest at the Poles. And is the nearest layer to the surface. The word "Tropos" means change.

    In general terms this layer is the densest compared to the stratosphere and the other layers above. The air on this layer is approximately 78% nitrogen and 21% oxygen and 1% is composed of argon, water vapor, and carbon dioxide.

    Most types of clouds are found on this layer. The troposphere is the wettest layer of the atmosphere compared to the other layers on the atmosphere.

    One characteristic important on this layer is that the air gets colder as one rises through the troposphere. That's the reason why the peaks of tall mountains can be snow-covered all the year. Particularly all the layers above the Troposphere contain very little moisture.

    This particular layer is characterized by mix of liquids and gases, and for this reason is where the weather occurs, for this reason that's the correct answer.
