    Any body when travelling with a certain speed has its inertia of motion.

    Whenever there is an attempt to change the state of motion it tries to resist and continue its state of uniform motion.

    The same thing here happens with the roller luggage in the train in accordance with the Newton's first law of motion. When the train was moving with a uniform velocity it continued to be in the state of uniform motion along with the train on its surface appearing stationary with respect to the train.

    As soon as the train starts braking on its speed its starts decelerating and hence the velocity of the train gets low but the luggage still tries to move with the previous velocity rolling forward.
