    (c) Sue will continue downward at constant speed

    Explanation:

According to Newton's 1st law, objects that have no force done on it, or 0 net force would be at rest or maintain a constant velocity. In our case when Sue tighten her grip to make the tension equals to her weight, then the net force acting on her would by 0. Therefore, she will continue downward at constant speed.
