The sound intensity has an inverse relation with the distance. Thus by increasing the distance, the intensity of the sound decreases.

It is also stated that by doubling the distance, the intensity of sound drop by 6dB.

Thus the dog barking will sound the loudest to the person who is standing 1m away.
