    C. The atoms within the substance move more slowly.

Temperature of the distance is correlated to the kinetic energy of the atoms within the substance. If the atoms have kinetic energy, they will move rapidly, and hence temperature will be higher. However, as temperature decreases, kinetic energy of atoms decrease and they begin to move more slowly compared to their previous speed of motion.
